Communities Heritage Landscapes collaborated with Stone Environmental, Inc., and Xtra-Spatial Productions to review the NYSEQR Draft Environmental Impact Statement (DEIS) for the Jordanville Wind Power Project for advocacy groups Otsego 2000 and Advocates for Stark. The project proposes 75 wind turbines of approximately 400 feet in height in the rural Mohawk Valley Heritage Area of New York. Heritage Landscapes assessed project impacts and mitigation to significant cultural and visual landscape resources in several designated, eligible and potentially eligible National Register historic districts and rural historic districts in and around Jordanville with particular attention to views from the 18th century landscape of Cooperstown across Lake Otsego.

Geographic Information Systems (GIS) analysis by Stone Environmental reveals that impacts and visibility of the turbines exceeds a 15-mile radius. Visibility from Otsego Lake to the turbines was high in areas with red and orange hues.7
Photo simulations by Xtra-Spatial Productions showed the 400’ wind turbines to be visually dominate and pervasive in the landscape, altering scenic and historic landscape character. 8
Heritage Landscapes testified that a meaningful mitigation would reduce turbine height to 199’ decreasing visual impacts and removing red strobe night lighting. GIS analysis with a turbine height of 199’ shows fewer visual impacts to Otsego Lake with blue and green hues. Jordanville agricultural landscape and the views from the Route 20 Scenic Byway would be impacted.
